Apportioned License Plates by State (IRP)
The International Registration Plan (IRP) is a cooperative agreement among U.S. states and Canadian provinces that allows commercial motor carriers to operate legally in multiple jurisdictions with one apportioned license plate.Â
If your truck operates in more than one state and meets certain weight requirements, IRP registration is mandatory. Under IRP, registration fees are divided (apportioned) based on the percentage of miles travelled in each state.Â
When Is IRP Required?
You must register under IRP if your vehicle:
- Travels in two or more states
- Has a gross vehicle weight over 26,000 pounds
- Has three or more axles
- Is used for interstate commercial operations
If your vehicle meets these conditions and is not properly registered, you may face:Â
- Roadside fines
- Registration suspension
- Out-of-service orders
- Audit penalties
- Owner-operators
- Small trucking companies
- Expanding fleets
- New USDOT authorities
How IRP Works
When you register under IRP:Â
- You choose a base state (where your business is established).
- You report estimated mileage for each state you operate in.
- Fees are calculated based on weight and mileage distribution.
- You receive one apportioned plate and a cab card listing approved states.
Each year, you must renew your IRP registration and report actual mileage.
